“Adopting Buy Clean Concrete guidelines marks a monumental step in our journey towards a more sustainable and Eco-friendly New York State,” – Governor Hochul
What is the BUY CLEAN CONCRETE initiative?
As of January 1, 2025, New York State’s Buy Clean Concrete (135-d) initiative is in effect. This initiative sets new guidelines for the states building and transportation projects. Instated under Governor Hochul, Buy Clean Concrete, aims to make New York the leader in Eco-friendly construction. To do this NYS is setting limits on embodied concrete and will be requiring EPD’s for projects that meet certain requirements. These guidelines promote innovation amongst manufacturers. While also encouraging those in the planning phase to look at sustainable options.

What are EPD’s and Where Can I Find Them?
An Environmental Product Declaration (EPD) is a document made by the manufacturer that outlines the environmental impact of their materials. To measure the impact of the materials, EPD’s will use Global Warming Potential (GWP). This measurement is the quantification of the greenhouse gases released by said material. Which in turn will help understand the effects construction materials could have on the environment.
Similarly, to a nutrition label, EPD’s provide transparency throughout the decision-making process. The goal is to facilitate choosing construction materials that have lower emissions through out the materials lifetime. Our customers at Package Pavement can have peace of mind that they can access our products right here.

The second part of Hochul’s initiative calls for creating more options within the construction field. More specifically it calls for manufacturers to create and deliver those sustainable options.
Where Can I Find Low Carbon?
Here at Package Pavement innovation has always been part of who we are since our conception in 1951. So naturally creating a low carbon concrete was right up our alley. And we are now happy to announce our line of Low Carbon material includes Concrete, Mortars, and Grouts!
POZZOTIVE™ with Low Carbon
By substituting Portland cement with Type 1L Cement, known for its reduced carbon footprint, we decrease the emissions associated with this material. We take it one step further by replacing 15% of Type 1L Cement with POZZOTIVE™, a recycled post-consumer ground Pozzolan. Through this engineering our Low Carbon Concrete, Grouts, and Mortars, are able to achieve a reduction of Global Warming Potential (GWP) by 25%!
